In the Underground Evacuation System under U.A., the moving segments grind to a halt, and the lights flicker out, leaving civilians stranded and on edge, especially after seeing the Heroes’ defeat on the live broadcast. Over at Counter-Force Headquarters, reports come in: All For One is heading east. Naomasa calls out to La Brava, who confirms the evacuation system is back online, though some blocks have stopped, likely due to someone tampering with them from inside.
Meanwhile, one of All For One’s subordinates, who’s been following Skeptic’s orders, realizes he’s lost contact. Unsure of what to do next, he decides to keep jamming the system with his Quirk—figuring if he has nothing to show when All For One takes over, he’ll be done for. But he’s found by Gunhead, who immediately gives chase. As parts of the blocks start breaking apart, Battle Fist and Real Steel spring into action to protect the civilians from falling debris.
Out of nowhere, Death Arms appears, catching some of the debris and saving a few people. He mutters to himself, remembering how these situations tend to repeat themselves. But, thinking about Deku, he realizes his body moved on its own.
Ingenium and Shoto rush to stop Dabi
In Kamino, Ingenium tells Shoto he hasn’t fully recovered from using Phosphor, but Shoto insists he’s fine, even yelling that All For One is closing in on Deku and he can still fight. Ingenium tries to explain how hard it is to wrap his head around fighting his own brother, wondering why this burden had to fall on him after everything they’ve been through.
Suddenly, their communicators crackle to life—it’s All Might, urging them to head straight to Gunga. He warns that Dabi’s about to explode, with civilians caught in the crossfire, and that Endeavor won’t be able to stop it. All Might says he knows Ingenium has the strength to keep running, and he’s sure Shoto, after all his struggles, knows his mind and body are aligned. He also mentions a “mighty ally” ready to face All For One, showing respect for those who keep fighting despite their doubts. All Might tells Shoto to stop Dabi, to reassure everyone, and to become his best self. They need both of them—and their Quirks—to prevent this disaster.

Using Hawks’ report, the Heroes learn that as All For One gets younger, he grows even stronger—but it’s a double-edged sword, leaving him unable to hold back his negative emotions. Naomasa calls to All Might through the communicator, but All Might, standing alone in the city, replies that this fight was always his to face. All For One surges forward through the clouds, and All Might, almost to himself, questions the point of their endless battles.
He notes that Tomura’s hatred is seeping into All For One’s core, making him harder to ignore. Naomasa’s voice cracks over the comm, reminding him he’s Quirkless, but All Might recalls Izuku’s words about being a hero even without a Quirk. With a firm “I am here!” he activates a series of support items from his car, just as All For One stares down at him with a furious grin.
Dabi tries to exploded
Meanwhile at Gunga Mountain Villa, Dabi prepares to explode as Endeavor embraces him, attempting to convince his son to turn off his fire. It doesn’t work and Endeavor decides he’ll die with Dabi. Grabbing hold of him, Dabi braces to unleash his firepower and launch them both into the sky, ready to go up in flames together. But before he can get far, his body cracking more with every second, Rei appears in front of them. She uses her ice to bring them to a halt.
Rei is joined by Fuyumi and Natsuo. Rei shouts for them to stay back, but Fuyumi says she can’t bear any more loss. She pleads with Toya not to drag everyone down with him, her voice cracking as she begs him to stop. Natsuo flashes back to when they were kids and yells at his older brother to quit causing trouble once and for all. The Todorokis keep firing ice at Toya, desperately trying to stop him, while Endeavor can only beg Dabi to let this end here, saying he alone should be enough to pay the price. But Dabi just lets out a few muffled laughs, imagining them all together, happy, watching him the way he always wanted.
Shoto stops the explosion
Rei, Fuyumi, and Natsuo are at the center of the impending blast, all pushing their Frost Quirks to the limit to try and cool Dabi down. As Dabi watches them struggle, he’s laughing, and thinking to himself about how, finally, everyone’s paying attention to him. He looks at Endeavor and thinks, “so this is what it’s like?” and wonders, if it was this easy, why it took so long for it to happen.
Meanwhile, Komari Ikoma reassures the Masegaki Primary kids that everything will be alright. Watching the broadcast on a tablet, Tamashiro nods, relieved. All over, others like Hiroshi Tameda are watching too, praying for the Heroes to succeed. Shoto and Ingenium are racing to the scene in an engine-powered ice jet, with Shoto getting Phosphor ready.
Ingenium’s Engine finally hits its limit, and he lets Shoto know this is as far as he can take him. Shoto thanks him, and they push their abilities to the max, using Flashfire Fist: Phosphor for one final burst. Counter-Force members on the ground watch, astonished, as they zip by faster than a fighter jet, with Shoto generating ice to cut drag while heating the air in front to reduce friction. Naomasa watches anxiously, thinking about All Might’s words that they’re the only hope now, and how All Might is one hell of a teacher.
Shoto reaches the site where his family is already doing everything they can to contain Dabi, who’s teetering on the edge of exploding. Both brothers lock eyes, screaming, and think back to how things started. Shoto wonders if they might have avoided all this if they’d faced each other sooner—there are still arguments he wants to have, things he wants to say. He releases everything he has in one final move, Great Glacial Aegir, blanketing the inferno in ice. Across the city, everyone watching the broadcast sighs in relief as the flames begin to die down.
