At the end of My Hero Academia Season 6, we were introduced to some of the prominent heroes from other countries, most notably, Star and Stripes. The number one powerhouse hero from America, Star and Stripe was inspired to become a hero when All Might rescued her. Tomura, riding on the back of a flying Nomu, faces Star and Stripe and her army of fighter jets. He’s the first to attack, using a combination Radio Waves, Air Cannon, and Heavy Payload. The jets and Star and Stripe manage to avoid this attack. Star and Stripe reveals her Quirk, New Order. She can impose rules over any object she touches and correctly names. Star and Stripe uses it to make the “air 100 meters form her,” disappear. The feat makes Tomura want the Quirk even more.
The power of New Order
Star and Stripe orders the fighter pilots to fire on Tomura. Using Reflect and Scatter, her deflects the laser back at Star and Stripe. Who then uses her Quirk to “catch” the lasers. Seeing an opening, Tomura rushes Star and Stripe who is excited Tomura rushed her. She hits Tomura with a powerful punch. Having touched Tomura, she’s able to call his name and impose a rule. She states that “Tomura,” can’t move an inch. However, Tomura’s in ability to create a single identity. As such, he’s not under complete influence of one mind. This causes New Order to fail.
Tomura’s hair suddenly grows and he states that he’s “figured out New Order.” He figures that there’s a limitation on her Quirk and he’s correct. Star and Stripe decides to use the New Order in conjunction with the Jet’s using the “Fist Bump to the Earth,” pushing Tomura and the Nomu away, she then decides to clap her hands sending him further away. Not finished, Star and Stripe has her fleet shoot laser directly at her and she “transforms,” them into a single beam, held by a gigantic air version of herself. Using “United Hyper=Max Output Laser: Keraunos,” she burns Tomura.
